New build near the beach
Near the beach the Coastal Law rules: there are strips where nothing is built and others where almost nothing can be extended.

What the Coastal Law says
Coastal Law 22/1988 sets a 6-metre transit easement from the sea's edge, always kept free, and a 100-metre protection easement, reduced to 20 metres on land already urban before 1988, where works are very limited.
For a new-build buyer, that means true frontline homes barely exist and the «sea view» depends on what is in front. In areas with dry riverbeds, check the flood map as well.
